One Health Veterinary Solutions aims to strengthen California animal shelters by enhancing medical care, workforce stability, and veterinary leadership. Our animal shelter consulting services partner with shelters to develop and implement best-practice standard operating procedures (SOPs) for animal medical care, ensuring consistency, quality, and humane outcomes. We provide targeted training for registered veterinary technicians (RVTs) and lay staff, equipping teams with the skills and confidence needed to deliver high-quality daily care.
Additionally, we assist shelters in evaluating and improving their workplace culture and operational structures, making them more attractive and sustainable environments for veterinarians. By thoughtfully matching shelters with veterinarians whose values and goals align, we support long-term success for both organizations and clinicians. Lastly, we emphasize veterinary mentorship, mentoring and training early-career and inexperienced veterinarians, helping them build the confidence, competence, and support systems necessary to thrive as full-time shelter veterinarians.

Rooted in the principles of One Health, we provide strategic veterinary guidance to improve access to care, influence policy, and drive equitable health outcomes across species and systems. Our commitment also includes fostering veterinary mentorship to enhance the skills of those in the field.

Jeremy Prupas, VMD, MPH, a graduate of the University of Pennsylvania School of Veterinary Medicine, brings nearly 30 years of experience in shelter medicine, clinical practice, veterinary education, and public health. Since 2008, he has held the position of Chief Veterinarian for the City of Los Angeles Department of Animal Services, where he oversees medical operations across six animal shelters and leads multidisciplinary teams of veterinarians and technicians. His work emphasizes the establishment of high-quality standards of care, the implementation of effective disease prevention and surveillance programs, and the delivery of medical, surgical, and spay/neuter services that enhance animal health and adoptability, including support for law-enforcement canine units and animal cruelty investigations. One Health Veterinary Solutions provides a complete suite of written medical SOPs customized to each shelter, including:

We will help ensure that your shelter meets all veterinary oversight, permitting, and legal requirements for the safe and lawful operation of animal medical care activities.
• Management of Premises Permit as the designated Licensee Manager
• Oversight to ensure compliance with Business and Professions Code sections 4853-4856 and Title 16 California Code of Regulations sections 2030 – 2032.5 (“Veterinary Practice Act Provisions”)
• Oversight and maintenance of DEA registration for purchase and control of controlled substances
• Authorization to order prescription medications and medical supplies under the Licensee Manager
• Access to diagnostic laboratory services through the Licensee Manager
• Rabies vaccination compliance support and guidance on bite report requirements
• Documentation preparation and support for compliance documentation following a California Veterinary Medical Board inspection
Each monthly visit includes:
• Shelter walkthrough with disease-prevention evaluation
• Review of animals of concern and population health
• Oversight of sanitation, ventilation, and kennel flow
• Hands-on exams/medical consultations
• Staff check-ins and case reviews
• Staff training
• Controlled drug log auditing and maintenance
• Confirmation of compliance with Veterinary Practice Act Provisions as defined above
We provide on-going support between visits via phone, text, email, or video-calls.

• With advanced notice, additional days per month can include an experienced shelter RVT to accompany the veterinarian to assist with staff training, surgery, vaccine clinics, community wellness clinics, etc. (add’l fee will apply).
